Public shared bicycle programs are sprouting up in many cities. The business model has yet to be proven here in Toronto where the City has had to bail out the operator and take over the program. The challenge appears to be in the timing to recover sunk in costs. Unless the operator has deep pockets to absorb the initial investment, optimal cash flow seems to take a long time to achieve. Schemes include pay-as-you-go, and annual membership. The other challenges include bicycle distribution, insurance costs to protect operator from liability in case of accidents, and overall maintenance of the fleet.
